Found on the ground: An Elgin man was charged with felony manufacture or delivery of a controlled substance, plus possession of a controlled substance, after a traffic stop Tuesday night. An officer said he stopped a car containing Justin Harper, 24, of the 500 block of Wellington Avenue, at 10:18 p.m. in the 600 block of East Chicago Street. Detecting the odor of burnt marijuana in the car, the officer said, he ordered Harper and the other person in the car to get out and be searched. The officer said he then found 22 plastic bags of cocaine on the ground between Harper’s feet.

Fight at restaurant: One person was injured and one was arrested after a fight involving about a half-dozen men outside Jalapeno’s restaurant, at 7 Clock Tower Plaza, at about 1 a.m. Saturday, police said. Witnesses told police the fight began when two men who are feuding over a woman found themselves drinking at the bar at the same time. The witnesses said the fight then escalated when members of rival gangs began calling each other out. Police said a 35-year-old man was treated by paramedics for a cut on his hand sustained when he used the hand to block someone from hitting him with a bottle. Police said Martin Avitia, 18, was charged with consumption of alcohol by a minor, then released on bond pending an Aug. 3 court date.
