Agreement allows Hampshire to work on state property

HAMPSHIRE — Village crews will be able to work on and under state highway property under a resolution unanimously approved by the village board.
“Typically, prior to allowing anyone to work in state owned right of way, the Illinois Department of Transportation requires the posting of a surety bond to protect the state from any damage to the infrastructure and to ensure that the affected area is restored satisfactorily,” said Village Administrator Doug Maxeiner. “Local governments can provide a resolution in lieu of a surety bond. The two-year IDOT resolution will fulfill the village’s obligation and allow the village to access our water and sewer infrastructure located within the state ROW.”
An example is when the board earlier this month learned that a valve near the truck stop at Interstate 90 and Route 20 was leaking above a recently replaced pipe. Maxeiner said the village bypassed and put a clamp on the pipe. He also told the board that the pipe’s interior is corroded and needs to be replaced.
In other business, the board approved payment to Arrow Road Construction Co. for its work on the village’s 2011 Motor Fuel Tax-funded road resurfacing project.
“This past fall, the village entered an MFT-funded street resurfacing program with $229,000 available for the project,” Maxeiner said. “Arrow Road Construction was the low bidder and entered into a contract with the village in the amount of $189,849.08.”
When there were additional funds available to expand the scope of the program, the contractor was authorized to extend the resurfacing of Warner Street by an additional two blocks south to include Warner Street between Jackson and Washington streets.
According to Maxeiner, the additional work cost $16,886.27. The new total contract amount was $206,735.25.
