Fountain Square condo parking closes for a month for $91K repair work

ELGIN — The public parking lot and the private garage that are part of the Fountain Square Condominiums downtown closed Monday for more than a month for repair work to be paid for by the city.
According to information supplied by staff to the city council, Elgin assumed maintenance responsibilities for the public parking lot adjacent to the condominiums in October 2007 after acquiring the lot in conjunction with that project’s development.
“The property owned by the city includes the driveway area connecting South Grove Avenue and the adjacent surface parking lot with 25 spaces,” the material notes.
An agreement requires the city to maintain the parking garage and parking lot at its sole expense. The city is not required to repair certain structural issues or damage cause by fire or casualty. The city is required to perform all snow removal on the city-owned parking lot.
Last year, management for Fountain Square contacted Elgin officials about water leaking from the city-owned upper deck to the enclosed private parking area below it. Elgin-based consultant Walker Parking estimated work to stop the leaks would cost $50,000.
This year, Walker Parking completed a thorough inspection that determined that the public parking deck expansion joints were failing and required replacement.
It also found sections of the concrete deck that had deteriorated and required replacement; areas for installation of drainage structures; and locations where waterproof membrane needed to be installed — work that might cost an additional $45,000.
Bids for the project went out in September, the work was awarded to South Holland-based J. Gill and Co., which has done maintenance work on the Spring Street and Centre of Elgin parking decks. The project will cost $90,955, with $50,000 coming from Center City Tax Increment Financing (TIF) money and the rest from the city’s general fund.
