Sex predator’s troubles continue in Batavia

ST. CHARLES — After James Rozema pleaded guilty to running without pants through a Batavia store in 2005, prosecutors summarized his situation frankly.

“The defendant obviously needs help,” prosecutors wrote in a letter after Rozema was sentenced to 18 months in prison for public indecency.

Rozema’s past and present trouble show his plight has not improved. A registered sex offender deemed a predator by the Illinois State Police, Rozema, 57, has been charged and convicted multiple times in multiple counties with indecent exposure, disorderly conduct and failing to keep authorities aware of his living and working status. Rozema, who at times listed addresses in Aurora and Elgin, is now held in Kane County Jail on $75,000 bail related to his most recent brush with the law.

Rozema appeared in court this week for a brief hearing on a felony public indecency charge stemming from a December incident where he exposed and fondled himself inside a Batavia store — a different one from the business involved in the 2005 case where he exposed himself to employees and waved his pants over his head. Rozema also has two pending probation violation cases where he previously pleaded guilty to failing to register as a sex offender.

In the 2005 letter, prosecutors noted Rozema had several arrests for public indecency dating as far back as 1986. Court records indicate he has convictions in Lake County from 1987 and 2004, as well as 2005 and 2008 guilty findings in Kane. Rozema was twice sent to prison by Kane County judges. The second instance coming after his 2008 arrest for exposing himself to a customer inside a South Elgin store. Rozema has also faced several misdemeanor public indecency charges and been arrested at least three times in Kane County on allegations he failed to comply with sex offender registry requirements or used false information when he did file, records show.

Rozema returns to court Feb. 20 in Kane County and has Feb. 21 court date in McHenry County on a public indecency charge tied to a December 2011 arrest in Crystal Lake, according to court records.
